Twin Eagle Solutions coordinates the entire build of a new communications tower — survey through commissioning, one PM, one final walkdown. We don't erect heavy steel in-house. We coordinate it with vetted partners and own the customer relationship, the project plan, the FAA and FCC paperwork, and the as-built handover.
What "turn-key" actually means on a tower project
On most tower programs the customer ends up managing five to ten different contractors at once — an engineer, a geotech firm, a foundation contractor, a steel fabricator, an erection crew, an FAA filing service, an antenna installer, an RF sweep technician, and an inspector. The result is a coordination tax that the customer pays in time, change orders, and finger-pointing.
Twin Eagle Solutions sells the alternative. The customer signs one contract with us. We coordinate every party on the project — engineering, permitting, geotech, foundation, erection (via vetted partners), lighting, antennas, sweeps, FAA/FCC, and AHJ inspections — and we deliver one final walkdown and one as-built binder. The trades are real specialists; the program management is ours.
Once the tower is up, we don't disappear. Twin Eagle's in-house climbing, aerial-lift, and drone-inspection crews handle the annual condition inspection, the FAA lighting maintenance, the antenna and radio modifications, and the emergency storm-response callouts for the life of the structure. The build is the start of the relationship, not the end of it.

Site Survey, Path Study & RF Planning
Every turn-key tower project Twin Eagle Solutions coordinates begins with a physical site survey, a path study against existing or proposed wireless infrastructure, RF coverage modeling, and a structural-load analysis of the proposed antenna and equipment loading. We document soil, access, drainage, ROW, set-backs, FAA Part 77 obstruction analysis, and tower-class selection (self-support lattice, monopole, guyed mast, or tilt-down) before a single piece of steel is engineered. Our engineering partners provide stamped drawings; Twin Eagle owns the program.
Engineering, Permitting & Geotech
Twin Eagle Solutions coordinates the structural engineering, geotechnical investigation, foundation design, and permitting work that has to land before steel can come out of the yard. TIA-222 Rev. H is the controlling structural standard; ACI 318 governs the foundation; the IBC governs the building code; FAA AC 70/7460-1 governs marking and lighting; FCC ASR registration is filed when required. Local AHJ permitting, environmental review, NEPA where applicable, and SHPO/THPO consultations are all tracked under the same project plan.
Vendor & Sub-Contractor Coordination
Twin Eagle Solutions does not erect heavy steel in-house. We coordinate the entire build with vetted, insured tower-erection contractors and engineering firms that we have qualified, audited, and worked with on prior projects. The customer signs one contract with Twin Eagle. We manage the engineer, the geotech, the steel fabricator, the foundation crew, the erection crew, the lineman, the antenna installer, the inspector, and the AHJ inspections — and we manage them on your timeline, with regular customer status updates and one accountable point of contact.
Foundation, Anchors & Erection
Concrete pours, anchor bolt sets, guy-anchor installation, and the structural raise are scheduled and supervised by Twin Eagle on-site, with QA documentation captured for the customer record. The actual erection crane and rigging crew is a Twin Eagle-qualified sub-contractor with documented OSHA 1926 Subpart CC and Subpart M compliance, current insurance, and a documented safety program. Plumb-and-twist verification, bolt torque records, and as-built dimensions are captured before lighting and antennas go up.
Lighting, Grounding, Antennas & Comms
Once the structure is up and signed off, Twin Eagle's in-house climbers and aerial-lift crews install FAA obstruction lighting per AC 70/7460-1, the lightning protection system per IEC 62305 and IEEE 1100, the ground ring and bonding system per the NEC, the coax / waveguide / fiber transmission lines, and the antennas, microwave, and radios — sweep-tested and link-budget verified. The site is left RF-ready for whichever Twin Eagle wireless or carrier system is being commissioned on top.
Commissioning, Walkdown & As-Builts
Every turn-key build closes out with a single final walkdown, a complete as-built documentation package, RF sweep reports, structural inspection records, FAA marking/lighting verification, FCC ASR registration confirmation when applicable, photo documentation, and the warranty handoff. The customer gets one binder (digital and physical), one accountable contact for the duration of the warranty, and a tower that is ready for service from day one.

What is a turn-key tower build?
A turn-key tower build is a single-contract program in which Twin Eagle Solutions coordinates the entire delivery of a new communications tower — site survey, RF and path study, structural and foundation engineering, geotech, permitting, foundation, steel erection, lighting, grounding, antenna and radio installation, sweep testing, FAA/FCC compliance, and commissioning — under one project manager and one final walkdown. The customer signs one contract; Twin Eagle manages every other party on the project.
Does Twin Eagle Solutions erect tower steel in-house?
No. Twin Eagle Solutions does not erect heavy tower steel in-house. We coordinate the steel erection with vetted, insured tower-erection sub-contractors that we have qualified and worked with previously. Twin Eagle remains the customer's single point of contact and the responsible project manager from kickoff through commissioning, but the actual rigging and crane work is performed by qualified erection crews under Twin Eagle's coordination.
How do you select erection sub-contractors?
Erection sub-contractors are selected against documented OSHA 1926 Subpart CC (cranes) and Subpart M (fall protection) compliance, current general liability and workers' compensation insurance, certified and rescue-trained climbers, a documented safety program, and verifiable prior experience on the tower class being erected. Twin Eagle maintains a qualified vendor list and audits documentation before mobilization.
What types of structures do you coordinate?
Self-supporting lattice towers, guyed masts, monopoles, tilt-down poles, rooftop steel, water-tank-mounted antennas, and structural reinforcement of existing towers. Heights typically range from 80 to 400 feet for new builds, with engineered loading sized against the antenna and equipment program.
How long does a turn-key tower build take?
From kickoff to commissioning, a typical greenfield self-support tower runs 12 to 26 weeks. The largest variables are permitting, AHJ inspections, geotechnical investigation, foundation cure time, and steel-fabrication lead time. Twin Eagle Solutions provides a project schedule at kickoff and a weekly status update for the duration.
Do you handle FAA and FCC paperwork?
Yes. FAA Part 77 obstruction-evaluation filings, FAA AC 70/7460-1 marking and lighting determination, and FCC Antenna Structure Registration (ASR) when required are filed and tracked by Twin Eagle as part of the program. Marking and lighting are installed and verified to the FAA determination.
What about permitting and environmental review?
Local AHJ building and zoning permitting, NEPA environmental review where applicable, SHPO/THPO consultations for cultural-resource clearance, and FCC NEPA-equivalent review (Sections 1.1307/1.1311) are all coordinated by Twin Eagle's permitting partners under the project plan. Twin Eagle is the customer's point of contact for all of it.
What documentation do we receive at handover?
A complete as-built documentation package: stamped structural and foundation drawings, geotech report, FAA filings, FCC ASR registration where applicable, AHJ permits and inspection records, concrete pour and anchor torque records, plumb-and-twist verification, bolt-torque QA, RF sweep reports, lightning-protection and grounding test records, photo documentation, warranty documentation, and a final walkdown report — delivered as both a physical binder and a digital archive.
Where do you operate?
Twin Eagle Solutions coordinates turn-key tower builds across the continental United States, with the highest concentration of work in the Permian Basin, Eagle Ford, Bakken, DJ Basin, Anadarko / SCOOP / STACK, Marcellus, and Haynesville oil and gas plays, plus utility, water/wastewater, and mining sites in the surrounding regions.
Can you also operate, maintain, and inspect the tower after it's built?
Yes. Twin Eagle Solutions' in-house tower-climbing, aerial-lift, and drone-inspection crews perform annual visual condition inspections, FAA lighting maintenance, antenna and radio modifications, and emergency storm-response callouts on the towers we coordinate — and on towers built by others. Full TIA-222 structural condition assessments are coordinated through our engineering partners. Lifecycle service is part of the relationship, not an afterthought.
